The Union Cabinet has granted its approval for the amendments proposed in the Jan Vishwas (Amendment of Provisions) Bill, 2023, with the objective of decriminalizing minor offenses. The approved amendments entail modifying 183 provisions across 42 Acts administered by 19 ministries, aligning with the government’s vision of achieving Minimum Government, Maximum Governance. Originally introduced in the Lok Sabha by Commerce and Industry Minister Piyush Goyal, the bill underwent thorough scrutiny by a joint committee of parliament, engaging in detailed discussions with the concerned ministries and departments. The committee’s report, adopted in March 2023, was subsequently presented before the Rajya Sabha and Lok Sabha. By replacing minor infractions with monetary penalties, the bill aims to promote ease of doing business and alleviate the fear of imprisonment for minor offenses. Acts such as the Aadhaar Act, Motor Vehicles Act, Information Technology Act, and several others will undergo amendments, redefining the regulatory landscape and contributing to ease of living and business reforms. A noteworthy feature of the bill is the provision that the minimum amount of fine and penalty levied will increase by 10% every three years after the bill becomes law. Through this legislation, the government seeks to create a conducive business environment, address outdated regulations, and foster trust among stakeholders, ultimately facilitating the growth and development of various sectors in the country.
