Madhya Pradesh launched ‘Mukhyamantri Udhyam Kranti’ Yojna

Madhya Pradesh Chief Minister Shivraj Singh Chouhan launched the ‘Mukhyamantri Udhyam Kranti’ Yojna.

Under the scheme, the state govt will provide 1 lakh to 50 lakh for MSME start-ups. The govt will give a 3% per year interest subsidy and bank loan guarantee fee for a maximum period of 7 years.

Conditions

#1 – Youth should have passed class 12th. The age of applicant should be between 18-40 years. The government will provide loans ranging from one lakh to 50 lakhs to the youth for setting up manufacturing units and enterprises. Loan from one lakh to 45 lakh rupees will be given for the service sector.

#2 – Only new entrepreneurs can apply for this scheme. Those who already have a business will not be able to apply for this scheme. The annual income of the family of the person taking the benefit of the scheme should also not exceed Rs 12 lakh.

#3 – Defaulters of any financial institution will not be able to apply for this scheme. This scheme will be implemented by the MSME department of the state.

‘School Chalo Abhiyan’ launched in Uttar Pradesh

To ensure 100 per cent enrolment in primary and upper primary schools in Uttar Pradesh, Chief Minister Yogi Adityanath launched the ‘School Chalo Abhiyan’ from Shravasti district.

This will be an effort by the state government towards shaping the future of primary education and holistic development of primary schools, an official release issued here stated.

Districts with low literacy rate will be prioritised and primary schools in the state will be equipped with better facilities.

The ‘School Chalo Abhiyan’ is being started from Shravasti district which has the lowest literacy rate in the state followed by Bahraich, Balrampur, Badaun and Rampur.

Government schools must achieve all the goals of ‘Operation Kayakalp’ which aims at giving schools a facelift.

Students will be provided with uniforms and shoes and socks under the campaign.

Him Prahari scheme by Uttarakhand

Uttarakhand government has been seeking the Centre’s cooperation in implementing the ‘Him Prahari’ scheme in areas bordering the hill state. 

What is the Him Prahari scheme?

The ‘Him Prahari’ scheme is meant for ex-servicemen and youngsters and is aimed at stopping the migration of people from the state. The scheme will focus on areas where migration occurs at a rapid phase so that people stay put, and not move out. 

In its 2022 election manifesto, the Uttarakhand BJP unit said it will provide all necessary assistance to ex-servicemen and the youth of the state to settle in the districts that share international borders keeping in mind long term national interest.

Chief Minister Pushkar Singh Dhami said that the Uttarakhand government with the help of Police, Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB) for relief and rescue operations in divine calamity, proposes to constitute border guard teams or snow watchdog teams to stop the migration from the villages of international border districts (Uttarkashi, Chamoli, Pithoragarh, Champawat and Khatima of Udhamsinghnagar).

An honorarium is proposed in the form of incentive allowance to the persons involved in the said team. An expenditure of about Rs 5 crore 45 lakh is estimated on this.

India Water Pitch-Pilot-Scale Start-up Challenge

Union Minister Hardeep Singh Puri launched the ‘India Water Pitch-Pilot-Scale Start-up Challenge’ under Ministry’s Atal mission for Rejuvenation and Urban Transformation (AMRUT) 2.0.

The Mission aims to empower startups in the water/ used-water sector to grow through innovation and design that will drive sustainable economic growth and generate employment opportunities. Under this initiative, Ministry will select 100 start-ups which will be provided Rs.20 lakhs as funding support as well as mentorship.

AMRUT 2.0 is a transformative and unique scheme, with a huge outlay of over Rs.2.77 lakh crore. The scheme will ensure water security in the country, reduce its transportation costs, reduce groundwater contamination, and increase water utilization capacity.

Awareness in water management is important to make a healthy society. There are enormous issues related to urban water management in our country and everyone needed better technology to address them. Start-ups have to come up with innovative technologies which will help better management of urban water.

Central Sector National Means-cum-Merit Scholarship Scheme (NMMSS)

The Centre has approved the continuation of the Central Sector National Means-cum-Merit Scholarship Scheme (NMMSS) over the 15th Finance Commission cycle for a period of five years from 2021-22 to 2025-26.

It has been approved with a financial outlay of one thousand 827 crore rupees with minor modifications in eligibility criteria such as increasing income ceiling from 1.5 lakh rupees per annum to 3.5 lakh rupees per annum and revising the renewal criteria under the scheme.

It is proposed to disburse scholarships to 14.76 lakh students. The objective of the scheme is to award scholarships to meritorious students of economically weaker sections to arrest their drop-out at class 8th and encourage them to continue their education at the secondary stage.

One lakh fresh scholarships of 12 thousand rupees per student are awarded to the selected students of class 9th every year and their continuation or renewal in classes 10th to 12th for study in State Government, Government-aided and Local body schools under the scheme. Students are selected for award of scholarships through an examination conducted by the State and Union Territory Governments.

This is a continuing scheme and since the launch of the scheme in 2008-09, over 22 lakh scholarships have been sanctioned till 2020-21 involving an expenditure of around one thousand 783 crore rupees.

Ombudsperson App for MNREGA

Rural Development and Panchayati Raj Minister Giriraj Singh launched Ombudsperson App for MNREGA. This app will facilitate hassle free reporting, categorization of grievances and disposal of complaints by Ombudsperson. The app will also ensure tracking and timely passing of awards by Ombudsperson.

Ombudsperson App is a step towards e-governance, this will be helpful in ensuring transparency and accountability.

Shri Giriraj Sigh said that the appointment of Ombudsperson has not yet been made in many districts. It has also come to notice that persons belonging to political parties were appointed. The Minister also requested all the States/UTs to cooperate with the central government in making MNREGA more transparent by using the Ombudsperson App.

Ministry of Rural Development has developed Ombudsperson App for smooth reporting and categorization of grievances by Ombudsperson based on complaints he received from various sources viz. physical, digital and mass media, related to the implementation of the Mahatma Gandhi NREG Scheme in the States/UTs.

At present, the reporting of complaints, passing awards and disposal of complaints are in physical form. For the smooth reporting of complaints, passing awards and quick disposal of complaints Ombudsperson App is developed. This will strengthen Ombudsperson in the discharge of her/his duty in a hassle-free manner. After joining of Ombudsperson, the Registration of Ombudsperson is done by the State. On registration, Ombudsperson will use the User name and password to use this App.

The app will enable easy tracking and timely passing of awards by Ombudsperson on each case as per the guidelines. Ombudsperson can also easily upload the quarterly and annual reports on the website through the app.

The app will help the ombudsperson to a greater extent in discharging her/his duty towards transparency and accountability. Also, smooth disposal of the grievances in a time-bound manner with minimal support of further human resources will be possible through the app.

Delhi government launched mobile app – Dekho Meri Dilli

Delhi government launched mobile app – Dekho Meri Dilli. The mobile app can now be used to book a visit to Mughal Garden and other major tourist spots. The app will provide users with a link to the Mughal Garden ticketing site and help them with details such as how to reach the area and what facilities are available nearby.

The app was launched by chief minister Arvind Kejriwal on September 27 last year. ‘Dekho Meri Dilli’ recently added details of the biodiversity parks developed and maintained by Delhi Development Authority and the Bharat Darshan Park developed by South Delhi Municipal Corporation to give users a holistic experience of Delhi.

The app offers unique ways to discover Delhi, including helping tourists plan a city tour from half a day to six days. It also provides directions to a tourist attraction via Google Maps, its operational days and timings and even lists nearest public and paid toilet facilities.

Gujarat government announced a new IT/ITeS policy

Gujarat government has announced a new IT/ITeS policy for the next five years. The new policy was announced by Chief Minister Bhupendra Patel in Gandhinagar. The new IT/ITeS policy aims to provide financial incentives up to 200 crore rupees to the entities willing to incur capital expenditures. Announcing this, Chief Minister Patel said that it aims to generate employment for about 1 lakh youths in the next five years. It also seeks to increase IT-ITeS exports from the current 3000 crore rupees annually to 25,000 crore rupees over the next five years in the state.

The operative period of the new policy will start from the day of notification to 31st March 2027. Chief Minister Patel said that the state is launching this policy with an aim to realize the Atmanirbhar Bharat Mission through information technology. The other objectives of the policy include creating an IT talent pool for the high-skilled industries and providing modern IT infrastructure to build a complete ecosystem in the state.

The new policy will encourage research and development in crucial components of the cloud ecosystem including artificial Intelligence, machine learning, quantum computing, blockchain, and other emerging technologies.

West Bengal government launched ‘Paray Shikshalaya’

The West Bengal government on February 7, 2022 launched ‘Paray Shikshalaya’, an open-air classroom in the neighbourhood programme, for students from class 1 to 7. The aim of this initiative is to encourage students who dropped out of schools during the Covid-19 pandemic to continue their education.

Why was this initiative launched?

On January 31, schools across the state opened for classes 8 to 12. However, students studying in lower classes continued to take the online classes. A week prior to this announcement, student outfits SFI, West Bengal Chhatra Parishad and ABVP had been protesting in the streets demanding reopening of schools for all classes at the earliest. A section of doctors and parents were also in favour of reopening of schools. In view of the rising demand for physical classes, the state government reopened schools and also launched this neighbourhood classes initiative.

Initially, the initiative was meant for primary school students (1 to 5). However, students in classes 6 and 7 were also included as physical classes in schools did not reopen for them. Students are being called in batches. Arrangements for mid-day meals have also been made for the students taking neighbourhood classes.

Where were these classes held?

Schools which do not have open-air spaces conducted the classes in neighbourhood parks and grounds. Local councilors and MLAs helped in setting up infrastructure in such parks like putting up makeshift shades and chairs, besides making mid-day meal arrangements for the students. Schools which have open-air spaces held the classes there. About 30 to 40 students per school attended the classes in several places in Kolkata.

Operation AAHT launched by Railway Protection Force

Railway Protection Force has launched a nationwide operation – “Operation AAHT”, to curb human trafficking. As part of “Operation AAHT”, special teams will be deployed on all long-distance trains/routes with focus on rescuing victims, particularly women and children, from the clutches of traffickers.

The Railways, which operate about 21,000 trains across the country daily, is the most reliable mode of transportation for the traffickers who often moved their victims on long-distance trains.

The RPF rescued more than more than 2,000 women and children between 2017-21 from the clutches of traffickers. The National Crime Records Bureau registers about 2,200 cases of Human Trafficking cases on an average each year.

Thousands of Indians and persons from neighbouring countries were trafficked every day to some destinations where they were forced to live like slaves. They are also trafficked for illegal adoptions, organ transplants, working in circus, begging and entertainment industry.

As part of “Operation AAHT”, the infrastructure and intelligence network of the force could be utilised to collect, collate and analyse clues on victims, source, route, destination, popular trains used by suspects, identity of carriers/agents, kingpins etc and shared with other law-enforcing agencies. The RPF could act as a bridge cutting across States to assist the local police in the mission to curb the menace.
